As a senior fundraiser for both Biden and Harris, Li worked alongside major donors, party leaders and the Democratic National Committee, giving her direct visibility into spending decisions. She wrote that most of the campaign's money moved through four outside media contractors — Bully Pulpit Interactive, Dupont Circle Strategies, Gambit Strategies and Media Buying & Analytics — which she said together took in more than half a billion dollars in fees.
